Default ECC - Air from all vents...

No matter what option I choose on the ECC unit (Upper, Lower, etc) air flows from all vents. There is a click sound when I change the direction but still nothing happens. Any thoughts/advice?

Being a 95 your system should be similar to ours. Give some of the diagnosing a try in this thread. There'* a great link on page 5 that explains once all other things have passed that you may have collapsed nipples in the vacuum lines.
