DRL-Daytime Running Lights
Did the 97 Bonneville have Daytime Running Lights? Canadian Model.
What lights should be on while car is running?

On your year, if you look between the engine computer and the body of the car, you'll find a little white module bolted to the frame. That'* the DRL resistor. If that'* unplugged (or missing entirely), you will not have DRL'*.
If the DRL resistor is plugged in, the car will simply run the low beams at 80% power whenever the vehicle is in gear and the light switch is off.

All Bonnevilles starting around 96 had DRL'*. 97 for sure. The Canadian models had them as well. The resistor to control them should be right behind the black box of the pcm cover in the engine bay on the drivers fender like SignofZeta said. It'* a horshoe shaped cermaic resistor.
