Default car won't rev up

my 94 bonne doesn't rev up all the way. I put it in park and press all the way down on the gas pedal. It will rev up to about 4500 to 5000 rpms and bounce back in forth between the two.

I'm fairly certain that your Rev limiter in park is set to that RPM for your year of Bonneville. This is a safety feature, you don't want to be reving 6K rpms in park.

That is a rev limiter. It will only do that in park of neutral, it will not do that in drive. The engine will reach it'* RPM limit and go no higher.

From what I've heard, the rev limiter is only in place under 15 mph. If you shift into neutral while moving, you'll be able to rev it all the way.
