ECC FLashing
OK im confused.
I was checking my transmission fluid and I dont no what I bumped elbow on but the fuse relays came loose (commonly hanging on and off the bracket) and It made a quick electrical spike kinda reminded me of when a fuse is blown. The car cut off and cut back on real quick.
I restarted my car and it seemed like it didnt have enough power for a second becuase the lights dimmed and my cd player cut off and on. The car started and everything is fine to what I can tell. The only thing is that the ECL is flashing and im scared I screwed my car up.

OK, I'm assuming you really do mean the ECC, since that'* the title of the thread (not ECL).
In many cases, the flashing ECC will turn off itself after a few days and trip cycles. If everything else works fine and you are sure that you have checked to ensure everything is tight and in it'* correct place, then just wait and see.
On the other hand, what are you saying is loose that falls off regularly, the Fuse Relay Center on the FOD (firewall)? If that'* the case, then you should look into fastening that down to prevent future problems. That is not a normal occurance, IMO.
