Sine we're on the topic of air conditioners I have one other question. How much should my compressor cycle on and off went it'* running. I know that when I turn the wheels back and forth it shuts off, but I was just kinda curious as to how much is it really running when i'm driving the car down the road.

No, do not jump the compressor when checking for correct pressure. The system is designed to cycle to keep the pressure correct. The reading will be too high with the terminals jumped.

To emulate driving conditions, have the car in the shade, engine at 2000 rpm, A/C on max, large fan in front of the condensor, and the windows up.

It should cycle on and off, how much depends on the outside temperature.

mine doesn't cycle on and off. I think that'* why there'* a problem. I let my car run for about 20 minutes and never heard the compressor kick off. Also the temperature is about 90 degrees here if that makes any difference and the AC on 60.

It won't cycle off with high pressures. A/C is complicated. High pressures can be created with no air flow through the condenser. Also, low idle speeds will not let the compressor cycle off.
