97, SE, Tensioner lock up ?

97, SE, Tensioner lock up ?
Just left for work and all of a sudden no power steering, air and amp reading is real low.
Turned around (no power steering) and drove very short distance back home.
With car running the Crank pulley is turning but serp belt is not. Serp belt seemed to be on all pulleys and looks to be fine. I tuned the car off and by hand could turn the serp belt and all pulleys turned. Is the little flat ring on the end of the tensioner that the bely rests on supposed to turn? If so it is not. Is it is locked my guess is that the bearings inside are froze and hopefully I can just but the end piece and not the whole tensioner because it looks like the heater hose runs through it.

By little flat ring, I assume you mean the tensioner pulley. And yes, that is supposed to turn. It is also a first suspect for your problem. You should be able to get a replacement at your local autoparts store or, failing that, at your local GM dealer.
You can replace it without removing the tensioner.
Edit: Here'* a pic of my bad tensioner (idler) pulley:
Notice how my bearings froze and the pulley literally meted off the old bearing races. All the bearings were gone.

Posts like a Ricer Type-R
The flat ring is NOT supposed to turn on the plastic pulleys. It'* a dust shield that is bolted to the pulley, pinching the inner race of the bearing, so the pulley and outer race can spin around it.
Make sure you install it correctly if you get a new pulley.
