Default 96 bonneville sse scan tool

I did some searching on this topic, but I didn't find what I was looking for, so I'm going to ask =)
My dad has a 96 bonneville sse, and it is stumbling very badly. It used to throw the check engine light on occasion, (it no longer does, but the stumbling has gotten worse) but whenever we had the codes read, there were none!

He has borrowed the Tech 1 scan tool from a friend, but the connector on it does not fit his 96. From what I understand, his car is OBD II, and he insists (although I have nothing to back this up with) that the Tech 1 will work for his car if he had an adapter. He seems to think that his car has some strange connector on it, that is not correct for the year.
So, I am wondering
1) Will the tech 1 work on his car?
2) If so, where can we find the adapter to use it?
3) If not, what (cheap!!) scanning tool solutions are there? I see the one from scantools, it doesn't seem too bad for it'* price, but I don't see any guarantee it will work on a 96.

Any help would be appreciated.

96 IS OBD II not ands if and buts. OBD I reader will not work with it (even with the right connector )

Only 95 was the transition year which was OBD I with OBD II connector

The part that I don't understand is, it is supposed to say OBD II compliant on the emissions sticker, and his does not. Is there any way the canadian cars perhaps are different, and the OBD II changeover was later?

Although the connector certainly does resemble the OBD II connector. We are thinking of getting the tool from scantool.net, does anybody have any experience with it?

I am worried that it does not seem to check for knock, which I think is his problem. I guess we will just have to watch the ignition advance carefully.

Canadian is still the same.. Tamara has a 95 and hers is a transition year.. 96+ is OBD II for sure. As for experience with Scantool.. no... only code reader.. I want to get a scantool later on.. just budget wise I can't right now
