My car has always been doing this weird thing since I bought it :
When it'* hot or partially hot and I stop and restart the engine, it will take lots of time before the climate fan turns back on, even if the climate control thingamajig give 5 "dots" of fan speed.
What causes this? Is it normal and it'* just bad programming from GM?

Definitely not normal, not sure where to start troubleshooting though. If you decide to replace the motor do not damage the squirrel cage from the old one. They don't come with the replacement motor.
My first guess would be a bad connector at the blower control module (electronic part replacing a resistor pack in the manual controlled unit). Try pulling off the connectors and checking for heat and corrosion damage.
My second choice would be the blower control module itself. They fail in different ways. Some give different speeds than they used to give with the same number of bars showing. Others stick in the ON setting the blower continues to run even when the key is turned OFF. Some won't run.
The blower control module is on top of the air passage next to the blower. The relay center can be loosened with a couple of screws and lifted slightly against the wiring to it and make room to access the screws for the blower control module.

During summer time, the motor starts as soon as the engine starts.
During winter time, the motor starts when the coolant temp gauge needle starts to move. The "fan dots" in the ECC will accumulate one by one until the needle is approx 1/4 in the gauge, at this point, there are 5 dot.
When I stop the car and restart it, let'* say the ECC is at 5 dots because the engine is hot but not the car, it will take lots of time before the fan motor kicks in again.
I'll be checking all the things you told me.

Is there a way to operate the system fan in manual mode? I recall someone else saying that the operation of the 1995 system is not the same as the 1998 which I have, so I have to ask if you can switch to manual control.
What happens with the fan speed when you change the fan speed using the buttons--that should put it into manual mode according to your glovebox manual. If it doesn't react, then we're back to my previous questions to diagnose connection, fan motor, or blower control module.

Th "dots" do accumulate though when I use the manual mode, the fan just won't kick in before "some time", usually 5-10 minutes. Frost and cold do work their way during that 5-10 minutes delay!

Update : Fan stopped working completely yesterday. Tested it this morning, it gets 12 volts and runs when tapped. Was about time it stopped working completely to force me to look into it. Bad side : it'* -25*C here today. Was kinda cold when coming back from my girlfriend'* place (45 minutes ride)!
Ordered one on ebay, should have it tomorrow or tuesday. I'll be keeping a hammer in the car while waiting XD
