Yep I checked the fuse and it'* good. the only thing I didn't do was switch the relay, which I do hear click when the ignition is on. I don't see how to get to it, but I guess I'll find out some how. And the only ground that the fuel pump has is the one under the carpet right?
trigga, trigga, trigga - you still didn't tell us if you have a multimeter or test light. If you don't have one & switching relays doesn't help then you'll need to get one.
If you remove the fuel pump relay the terminals on the relay should be numbered 85, 86, 87, 88? & 30. Put the meter leads where terminals 85(pos)& 86(neg) would plug in. When the key is turned to run you should have 12 volts for 2-3 seconds. It sounds like this should check good because you can hear the relay clicking. Now turn the key to the start position for a couple seconds & you should have 12 volts while the key is in that position. This will confirm the ignition switch & PCM are energizing the relay. Now move the lead from terminal 85 to 87. You should have a constant 12 volts with the key in the run position. Let us know what you find.

Ted'* right. My goof. On the 92/93 (memory coming back here, but FSM'* at home), putting 12V to it will run the pump. If you turn the key on, it will change state, and the pump won't run. That'* a function check for the relay in a sense.
Using a meter set to OHMS, if you read that connector to chassis ground, you'll read continuity through the pump motor windings. If you have an open (high resistance) you have a wiring and/or ground problem. Again, this is with the key OFF.

Oh sorry I forgot, I do have a multi meter. I'll check for resistance of the pump. When I jumped the test plug I didn't hear anything, no relay or the fuel pump run.
Trigga, if you're going to ask for help, you have to be willing to do what we ask you to do.
Please do what we ask and be very specific in your replies. You should have checked that several posts ago.
