1997 Bonneville Troube Code P1655

My check engine light came on so I scanned it with my scan tool. I got DTC P1655. The book that came with it says its a PCM Fault (Quad 2). The trouble coeds posted in this forum say its a EVAP Purge Solenoid Control Circuit problem. I need to know hich one it is. I bought a used PCM, and would like to spare the expense of having it reflashed if it something as less expensive.
