Default 1406 Code

My 96 SSEi has the 1406 code. I removed the EGR, looks good, doesn't bind, pintle moves easily. The car runs perfectly. It also has the O2 sensor codes, both bank 1 and bank 2 (downstream). I replaced bank 2 last year when the light came on, was OK up until last week. Could a faulty EGR set the O2 codes? My mech said it could. Like I said, the car runs great! Any suggestions?

I would probably try cleaning or replacing the EGR for starters.

I tried cleaning it tonight. I'll see if the code clears. It looked very clean, no carbon. They want $148 for a new one...Sheesh....
