Most of the piping on your car should be 2.25" from the rear manifold on back... And it should be stainless... I'd get a Magnaflow High Flow CAT 2.25 in and 2.25 out and have that installed along with a new O2 sensor.... If everything else is working as it should and the engine is at operating temps, then I would think you would pass... The 3800 Vin C was one of the lower emissions engines of the time... Not saying that they are as good as todays engines, but the way they were designed was with emissions reduction in mind... I think the moved the piston rings up a bit, the top ring inparticular to help reduce hydrocarbon emissions...
Good Luck

You have nothing to loose by trying to pass the test as is. If it fails, then look at fixing a few things (keep the receipts handy), and give it another try. I believe if you spend X amount of dollars trying to get the car to pass, and it still fails, they will make the car exempt. The plates on my turbo STE got suspended because of missing the emissions test, which I received no notices for. Of course, my results when I finally took it in were far worse then just not passing the test .....
