How do you remove the front seat headrests on a 1989 Delta 88?

If this is like the Bonneville of the year, there is a special J tool that slides down along side both posts. This release a clip that holds the headrest from coming up.

I used thick plastic (packaging) in the past with reasonable success.

I pulled Bonneville seats out of a 90 for my 2 door 88. Since i was stripping them down to reskin my seats i found that there is a hoe where you can stick a screwdriver or such to release the headrest. On the secound seat i was able to release it with more ease.
