Yes, I believe it is rare, however it is still out there. I have no clue where to find the statistics on how many were sold. GM didn't keep good records of our cars [trust me, I've tried them].

No the QJR code is only for the factory tires that were equipped on the car. The wheels have their own separate code, or two in my case because my car has steel wheels and wire locking wheel covers (N91 code on those). I'm not sure of the code for that rim in your picture.
