If it was an actuator would it be back and forth like this? It'* kind of frustrating not knowing when it'* going to work :?

Yes, it can be intermittent with the actuator. They are not inexpensive, however - I think with *&H the one I got a while back from GMPD was around $100. So, it'* something you'd want to be fairly sure of before replacing.
