I have this same problem, and I can also attest that replacing the control unit does not help (much). Do you have the digital climate control unit on the 95-96 and up (and possibly before that)?
One possibility that i've yet to check out is that one or more of the vents are broken/stuck/plugged... gotta get around to that

I had a similar problem. It was the motor (controlled by the programmer) that opens and closes a flap in front of the heater core. It is located on top of the heater box and is difficult to change out. More info here:

Alot of really good advice here, but we still don't know which climate control he has.
Need to know the year and model to determine which one. It could be:
1. Manual controller. No codes displayed.
2. 92/93 Electronic (Auto) controller. Flashing temp display indicates a fault, you can diagnose through the panel.
3. 94+ controller. Same flashing temp display, but only the dealer can diagnose.

I had the same problem as Bill. My Brother-in-law (love that guy) is a GM mechanic and he said that was a tough one to change. So he told me to bring it to his house and he removed the computer from under the dash and then while standing on his head (well almost) he reached up and remove and replaced the unit without ever seeing it. I thought it was one heck of a job. Much better than removing the complete instrument panel to get to it. I had the tough job, I just set there and watched.
It is not that I can't do anything, he is just one that doesn't like people getting in his way and sometimes that works out very well. As a trade-off I got to help him build a room in his basement, but I find I have more time than money so it worked out well.
