P0102 and discrepancy in vacuum reading

Finished the LIM repair. It needed it, the lim gaskets were deformed, uim was egr heat compromised.
Got it all back together. DTC P0102 returned.
Put a vacuum gauge on it and it read 19inhg, that was good. Freeze frame data showed 10inhg.
Tried a known good MAP sensor and still the same.
If it is a bad MAF sensor; Why is computer reading low vacuum when it'* not low?

Besides the code, what are your symptoms?

Ok, updated sig. This situation is on the Monte Carlo.
Right now, I only have the code and whenever I first start it, the idle stumbles around a bit high and low. That is after I clear the code. I just read that it performs EGR test after a code clear. Could that be the idle fluctuation?
I don't get an EGR error code, only the MAF.
Is the IAC valve suppose to hunt with the key in the on position but engine off?
I checked ground and 12v to MAF sensor and it check good. I haven't checked 5v to MAP and TPS yet.

Normally, the PCM will only allow one EGR Flow Test Count during an ignition cycle. To aid in verifying a repair, the PCM allows twelve EGR Flow Test Counts during the first ignition cycle following a code clear or a battery disconnect. Between nine and twelve EGR Flow Test Counts should be sufficient for the PCM to determine adequate EGR flow and pass the EGR flow test. If the PCM detects an EGR flow error, a DTC will set.

The MAF that was on there had a 'remanufactured' sticker on it, so I was assuming it had been replaced and was counting on it being a good one...Well...
Got a replacement MAF sensor from GTPED and No More Code !!! YEA!!!
