Yes there in NY and in PA. But in each it is done on a population density scheme. The machines are expensive so they dont want to try and saddle smaller area garages with the cost. It just couldn't be absorbed. With that they are also more interested in targeting area'* where it can make a difference in air quality. Not sure of NY'* scope of emissions Testing. Here in PA it is limited to larger urban area'*. Our County is one of many exempt of Emissions testing and I doubt it will come anytime soon.
