Thanks! but I already got COTM in July, so I am ineligible.
I don't see why it wouldn't be legal.. they still reflect just like normal tail lights when other lights shine off of them, and they are bright still, don't be fooled by them being totally black. If you look at this the picture the tail light is on.. this isn't even at night and NOT the brake light, just the tail light being I had parking lights on. The brake light is way brighter.

I will get some pictures though so everyone can see. But this mixture I use makes them black until the lights are one, then they look like there isn't even anything covering them. It depends on the car too, being some cars have dim lights to begin with and I have seen some people with blacked out tails that you cant even see at night hardly, which is not the case with what I do. Keep in mind I can go lighter OR darker with this as well when I do other cars, it just depends on what the customer wants.

My Full size Work Van'* tails are about the same brightness as my tinted tails on my bonne. The last thing I want is my vehicle to be unsafe or get me pulled over, which is why I was worried right after I finished them, but after seeing them in person with someone else driving next to other cars on the road during the day, in the rain, and at night I had no concerns at all.
I also see many cars with improperly tinted tails that are not bright enough because they are tinted too dark or don't reflect light properly and that makes me cringe..
