Umm, yeah, the plate cover probably isn't the greatest. Guaranteed, if you get a speeding ticket or parking ticket in Ohio, you'll also get a citation for altering the plate. Altered plates law in Ohio cover everything from changing the plate numbers(prison time) 
, to colored covers, (ticket, fine 
), even a yellowed clear cover can get you. They won't mess with it unless you're already getting a ticket for somethig else though, and even then, they'll probably just tell you to take it off.
