Ok, so im driving my moms car down the road, and all of a sudden theres this clang and a loud dragging sound.

I pull over and this was hanging off the bottom of the car........

Looks like a heatshield for the catalytic converter

We do have Dodge geeks on here...

heat shield.

no, it probably won't HURT anything, but it might get hotter inside the car in the summer time with it off...the floor will be noticeably warm.

just put it back in, drill some new holes and just screw it back into place.

PM MoparMAN or Gonneville if you want some concrete info on that. They both have Shadows (well, one has a Duster, same difference...), so they should be able to help you...

Its just a heat shield. Looks more like the heat shield for either the catylitic converter or the resonator.
