I check every single pin and all pins were in the same place as the chart u send me any more ideas of what could this be why I am still not getting a 5 volt reference to the tps sensor ?

I am testing 12 and 27 on the clear conecctor and tha chart said I should be getting 5 volt reference

how are you testing it, backprobing the wire?

I am testing them with the neg of the multimeter on battery neg and the positive of the multimeter to the gray cable that comes out of e pcm

Don't backprobe either of those pins. Remove the entire C3-CLEAR connector and test those 2 pins again.
