Minnesota does.

I think that it makes the front of the car look nasty

they give us 2 plates when you license the car so im assuming so, and every car parked in the school lot has em and yes they are ugly.

Growing up in FL i just thought that some people put on decorative ones, but in Idaho or MN it'* reqiured, and stupid.

MN does, but that doesn't mean you have to have it on. I was pulled over once for it by the HWY PTRL but they gave me a written warning and sent me on my way. The only people I found that give you tix for it are those damn meter maids downtown.

Missouri = YES, Mandatory, you will get pulled over without it in small towns. City cops tend to let it slide but will mention it if you get pulled over for a different reason. I speak from experience.
