Default 1998 SC2 Key FOB Programming

My 1998 SC2 has a problem with programming the key fob. I jumper the #4 #8 terminal on the ALDL.... the horn beeps..... then I hold the lock/unlock button and the horn beeps.....this normally programs the remote,,.... BUT after I hold the lock/unlock button and the horn beeps..... I remove the jumper from the ALDL and the lock/unlock/trunk button does not work even though the horn beeps when I go thru the programming steps........... why does it do this, and how can I program the FOB??

This is not correct....when you jump the #4 and #8 the horn beeps just like this video......here is Richpin doing another thing with the remotes, but it'* similar......
