Unhappy 93 Bonneville engine swap

Hi guys, new user to the forums though I have advised them plenty in the past.
I wanted a used car with a reasonably fast engine that looked reasonably good, that wouldn't cost an arm and a leg; more of a project than anything.
NOTE** I'm not an experienced mechanic; I started working on cars because as a student I couldn't afford to pay the big bucks at stores so I had to learn to do it all myself. Since then it has become more of a hobby, so I bought this 93 bonneville ssei. The original engine had blown, and the owner had thrown another engine in from a donor car, a '92 boneville ssei. I purchased this vehicle mid engine swap - the steering, exhaust, radiator hoses hadn't been connected, the CV'* weren't in, but everything else was there.
When I first got the car I threw a battery in the car to test a few things, and i saw that the fuel pump was working and other interior functions as well, so it looked very promising. Then I hooked up all the loose electrical cables, sensors, hoses, putting everything back in its right place, also replaced some fuses. Since then, as soon as the battery is hooked up, the horn starts honking, the secuirity light is on, not flashing. I can't get any power to the starter or the fuel pump, the dash lights are all dead when i turn the key, except for the e-brake light (since the parking brake is engaged - only thing that works), and the secuirity light, no other lights come on, not the engine light, oil pressure none of those register at all. When i try to crank it i hear a relay no but no action.
I found many people online talking about the VAT system locking up cutting power to the starter and the injectors, so I measured the resistance of my chip key, used resistors to get those Ohms and hooked to the cables that lead to the key. That didn't change a thing sadly.
So I am at a loss, I have exhausted every inch of car knowledge I have on this car and I still can't figure it out. If anyone has an idea of where I could start looking for solutions, I'd really appreciate it!
