Back to your original question, how much tension is on the cable when the lever is "off"? a little is fine. Is it burning up brake pads because of this?

It'* enough that the brakes do not fully release and the wheels are quite difficult to spin when I have it lifted. After a few more days of messing around with all components I'm confident the issue is with the handle and it'* cable. I believe a stop that prevents the handle from maintaining so much tension may have broke, but not sure where this is or if it can be fixed. Attempting to contact scrap yards for a used handle assembly.

Yeah, it would probably be a good idea to take the mechanism apart to see what the actual problem is. It might just be something gummed up, or might not. Either way, having it apart and knowing the problem will help you not install another with the same issue.
