Default 1999 gtp low boost

I have a 1999 grand prix gtp that is only getting like a 1/3 of its boost. I had it scanned and it says bypass solenoid. So do i need just the solenoid or the bypass valve also? Which one goes bad more often? I went and revved it up and the arm on the valve DOES move so whats that mean i need? Thanks

ok i just unhooked the solenoid and blocked the line running to it and left the line open for the bypass valve and now i have great boost. So that tells me i just need the solenoid right?
