It is NOT illegal in the U.*.
Limiters are not required by law. In fact, there are still many cars that do not have limiters.
However, you don't want to remove the rev limiter, you just need to reset the shift point slightly higher. There'* nothing to gain by allowing the engine to go above 6000rpm. The torque is already falling off at that point.
You also don't want to get rid of the neutral-rpm limiter. Revving that high with no load is bad for the motor.

There are no laws prohibiting it as far as I know.
Could void a persons warranty perhaps.
You need to reprogram the pcm, mine is and the speed limiter has been bumped up to 250mph

Be specific about what car you're talking about. It matters.

I have my rev limiter raised and my speed limiter gone on one of my cars.

You will be horsepower limited due to aerodynamics at a little over 115mph. Your top speed limiter is 108. Why waste the money?

Nothing against the law, perse, to program out the speed limiter in the PCM, as well as the rev limiter. GM put them in there so you poor consumers can't go faster than the tires they put on the car at the factory, or rev the sucker till the rods come flying out the oil pan "gee mr Pontiac dealer..why did you let me break it, it'* your fault!"

From a strict compliance with the law perspective, altering any of the data or code within the PCM is tampering with an "emmisions control" device on the car...like anybody is really going to dump the PCM and compare it byte for byte with all the GM code to see if you did any bit twiddling
