A scan tool will not be necessary. I'm not sure on the belt. I think that if you get an oversized tensioner pulley (like this one from intense - Click here), you should be able to use the stock belt with a 3.4" pulley. If you are thinking about modding more in the future, you probably should go with a modular pulley system which has a press on hub and then you can swap on different pulley sizes that just bolt on to the hub. Much easier for track vs road setups if you would be switching a lot.

Right now I have a warranty and don't want to void it by doing modifications. I will be tearing into things in another year or two and doing PCM, cam, pulley, headers, t-stat, aftermarket cat, and fender well intake. The problem that you have right now with your intake (if you have an open cone filter on the end of a pipe), is that you are sucking in hot air from the engine bay. If you want to stick with this setup, you really should try to build a box that will seal out all of the hot engine heat and draw in cold air.

Intense sells their FWI (fender well intake) kit that has everything necessary to install the filter down behind the front bumper in front of the drivers side wheel. This area is in front of the radiator so heat won't be an issue and it is completely sheilded from debris. You wouldn't want to go driving around on flooded streets too much, but other than that, it is an ideal position to install a filter.
