Coolant Temp 183.5* - You have a 180* thermostat
Spark Advance 23.1* - It'* in drive and you have your foot on the brake. If not you quickly read this number before it recovered. If not, it'* not quite advancing enough.
KR 0 - You're not accelerating
Idle Air Mtr Pos 93 Steps - The PCM thinks the IAC is functioning
TPS Sensor .39 volts - The TPS is set correctly
Mass Air Flow 8gr/sec - Your scantool reads different than an Actron
Mainfold Air Temp 132.5* - You need a better CAI heat shield
Battery Volts 13.6 Volts - The battery is charging
Air Fuel Mixture 14.2 - Close enough
02 Cross Counts 22 - Your o2 sensor is not lazy
O2 Sensor 343 mVolts - Just a tiny bit lean but probably normal at idle.

it shows if your intake temps are at 135* Isn't that why the timing isn't quite so advanced?
I think your first step is to make a good quality heat shield. I noticed the same thing with my car, is performance was lost becuase I forgot to install the snorkle on my airbox, so it was kind sucking in engine heat.. but that coulda just been the hot air, not timing retard.

Ahh I thought when you said "This is after about 45 mins of stop and go driving and me at idle" that you meant you drove it for 45min and took the numbers while you were idling....which is what it still sounds like but "my spark advance is while im driving though." In that case I'd still be forced to say it'* normal simply because the advance will vary wildly when driving so it'* not strange to say at a certain throttle percentage under a certain load at a certain RPM that you would get 23.1*.
I've only seen 2 93'* with a scantool but both had about 30* at idle in park, ~24* idling in drive and varied greatly when driving. I usually get about 9-11* at WOT and can see pretty high numbers when I'm driving depending on load and throttle percentage. It would be tough to compare cruise advance because of all the variables like the throttle percentage, load, RPM, intake temp and so on.
