No. In fact, the turbo itself becomes a hinderance to flow if it sized too big for the engine.

You answered it, anyway.

I'd misunderstood the weakness of the L27 being it'* piston (based on a previous statement), but I understand now that it'* a matter of PCM tuning ability (as compared to an L36, of course an L67 is another beast altogether).
