I currently have a 97 and a 96 SSEI. They both have 180 therms and intakes but the 96 has a 3.4 SC pulley installed. i would like to go a lot further in these cars like cams and things like that for the engine. I would also like to put a exhaust system on it as per I don't have to worry about emissions I would like to see what I can get that will be the fastest flowing. I would also like to find the chip that will allow you to bypass the governor like where to get it and part number. If anyone can help with this that would be greatly appreciated. I want to go really fast so thanks.
Ok, where to start...
Your exhaust is very free flowing, you don't even need to worry about it until you are in the low 13s. As for the 96, you should just keep it stock, and play with the 97, as the 96 has a odd ball PCM that requires special tuning. At least with the 97, you can send your PCM in to INTENSE, and they will be glad to program it to your needs.

Aftermarket PCM'* are available for both your cars.
Don't touch your exhaust, other than maybe a high-flow cat and headers. The rest is fine well into the 13'*, and you have a long way to go.
Your 3.4 pulley may be too small for you right now.
My advice for a first mod is a scantool.

Doesn't the '97 have the 4T65E-HD as opposed to the 60 in the '96?
I know there'* an aftermarket for the '96'* trans, as well as the PCM, but if I had the choice, I'd definitely mod the '97. Intense specializes in the 4T65E transmission for what that'* worth...

From the research I have done, there is only one company that makes an aftermarket PCM for a 1996 thats DHP. Few members around here are running them.
Your transmission is the Vacuum modulated 4T60-E HD. A very good, strong transmission that can be built to take some serious abuse.

Those are all great things for the 97 seei but my friend is going to buy the 96 from me and he does not want to be left behind with all the mods and fun. So i would also appreciate some suggestions on the 96 as well. One other thing I am having a bit of trouble finding a PCM for the 96 I went and looked on the DHP site and was unable to locate one for the 96 but they have it for the 97. Thanks to all who have added some information.
What he means is the 96 transmission is still vacuum controlled shifting, the 97 is 100% electronically controlled.
Due to this most companies didn't add the 96 into their supported vehicles. DHP did and therefore a tuner/pcm is possible from them.

oh ok so what about things like cams and rods because I wanted to race with it on professional tracks. So what would I be looking for on the 96? The reason I ask is I want to save up for it so I needed to know how much I would be looking at.
