I was wondering what mods to do first on a '95 SSEi, are there any free mods (air can, silencers, restrictors to remove)?

Unfortantely, there really isnt any free mods you can do since the factory stuff is just plan crap, it'* horrible. The only thing that you can do for free is removing the MAF screen. That'* the only true free mod. The rest has to be replaced with better stuff. (Intake/Exhaust,Heads/Cam/Rockers,etc)... Sorry, but this car you cant use anything from the factory, its just too horrible to use.

What is the purpose of removing the MAF screen?

The purpose of the MAF screen in the first place is to make sure air passes over the MAF in the Throttle Body as evenly as possible to get an accurate reading. But having that screen in the way takes away surface area where more air could be. So removing the MAF screen basically allows more air to enter your engine. It helps out on the top end when the engines is in open loop mode and just spinning. The MAF screen also serves the purpose as the "backup" shield so if something big might be traveling to your engine it should stop it. But that is what a filter is for.
