99 SLE Cold Air Intake

I talked with PRJ Performance a while ago, and I'm about to get back to them with my 94 and 99 Bonneville VINs. This summer, we're going to port and polish my 94'* goods, but the 99 is doable right now.
From what 1337ssei and I believe, before we do PCM flashes to the 99 SLE I have, we should consider a cold air intake. Offhand, what is the throttle body'* opening? 3 inches? I'm going to pick up a rice pipe and cut it to fit under the hood with a filter. My 94'* K&N filter isn't the 4750, and it has a 3" hole at the back. Here'* a picture:

I'm very interested in replacing my 94'* intake tubing and filter to 4" tubing and a filter with a bigger opening at the back. The current tubing can be used for something else, and I'll order from Intense some flexible tubing for my 94. The 99 will get a rice pipe, and all will be good.
Is this a generally good filter/pipe combo? I'd like to use up a lot of this thread'* life to chatting about heat shielding, and then I'll post a picture or two of the SLE'* new CAI. Since my 94 is down with electrical issues and some more interior and engine work, I have a free filter with no replacement necessary until later on in the spring.
Also, what makes a good PCM tray? I have seen a PCM just left lying out in the engine bay with nothing holding it down. It'* been holding out for over a year, I think. However, I'd like to strap mine down, and I'm not opposed to cable zip ties. Shiny pink ones, of course.

I see. Thanks a lot for those links! So, what do you think of the adapter on the throttle body? It goes from my throttle body diameter to 3", and that goes into the air filter. If I were to replace just the tubing with metal piping, would that work? That filter in my 94 SSEi goes in the fender well.
