They can't guarantee 13'* because a lot will come down to the driver, weather, track prep, car prep, and if you use slicks or not. There are other variables besides whats under the hood to determine how fast you run.
1-Car is heathly (motor and trans)
2 descent track
3-2.0 60fts
4-basic track prep (Air press, spare tire removed)
No one vendor can tell what you will run, however using the general assumptions as most do. Guesses/statements can be fairly close.

A 50 shot of dry nitrous should not cause any extreme timing issues, wont gather in the intake, wont be ran constantly so as to tear up the tranny, the only negative is cylinder distribution but the 3.8 can take it, especially on such a small shot. Kinda like a Red Bull

The first approach to any engine mod is flow, flow, flow. A powerfull engine is one that can breath. That is the foundation for any further mods.

Of course, the flow is very important. but Im not looking to tear into the internals of the engine. As much bolt on as possible is all I can do, due to time, budget, limited use of garage, and just general wants/needs. So from what I gather, it'* looking like a Stage 3 kit, a little custom exhaust, some sticky shoes up front and I'm in the 13'*. (I can drive.) I'll see what happens from there and decide on nitrous, it'* good to know the bottom end can handle it stock. Dyno tuning would also help the setup, and give a good baseline incase I would ever start going internal.
It looks like with Xmas coming up, (and therefore my pocket steadily shrinking) I'll get the necessary parts around February and get them installed shortly thereafter. California Speedway in Fontana has a new dragstrip so that'* wher the action will be.
Thanks for the helpful info and, as I become more involved, I look forward to more board participation and hopefully meeting some 3.8 folks at the track.

I appreciate the nitrous reply...can you elaborate on your hypothesis? The research I've done (mostly from your thread replys) basically states the 3.8 can handle a 50 shot of the juice. It'* the tranny thats the weak link.
