Is this the reason my cylinder is misfiring?

Mike, I am not sure how spraying water will affect this? That rail is under pressure, not a vacuum........

If you smell gas, it'* kind of a no brainer, that you pull the fuel rail(very easy, just relieve pressure first at schraeder), and replace BOTH O-rings on each injector....have never seen an injector, crack and leak......but nothing surprises me anymore......

One of the things you can try, is wash down the suspect areas with Brake Klean, and then blow dry/clear the area of debris......cycle the key just to on(on for 5 seconds, off for 10) several times, to build up max pressure......now remove the retainers from the fuel rail.......now slowly grab the rail, and move it side to side(don't lift upward), and look for fuel possibly leaking from an O-ring....
I haven't been able to take off the injectors due to work and school, but I was able to wiggle the injector around a bit and gas came out where the rail connects to the injector.... So bad O-ring? And will this help my MPG issue? Cause I'm supposed to be getting 16-18 in city and I'm stuck at 12....

Sounds like a bad o-ring. And it could have a effect on MPG.

One last question, could this also be the reason when I'm going up an incline, my rpms will drop significantly and seems like it'* misfiring?

Less fuel from injector could mean misfire up a hill & potentially be not firing the cylinder,
One less cylinder up hill means less rpm and bogging out..ahh putt putt mode.
