Is this an electronic climate control setup or manual knobber?

I believe manual is still vacuum controlled actuators. You'd want to crawl up under the dash and determine if vacuum is getting to the actuators.

I've heard of the collapsed nipples on the electronic bonnies..but never the knobbers.

My favorite suggestion is to look for the vacuum reservior next to the brake master cylinder. There should be a vacuum line running to it from the trottle body area. It'* easy to knock off when changing spark plugs and such.

I know..lol... remember that 96+ you did that too...poor guy wondered how vacuum comes out of a cruise control unit.

it'* a great suggestion in this case and when you are looking at the res...look for any cracks or issues.
