Default 91 cutlass supreme multiple issues

I have a 91 Cutlass Supreme with the 3.1. I have a few issues but im wondering if they might be related. I would like to see if I could fix them the right way before I go to plan B or fry the computer!

Issue 1:I noticed the cooling fans were not coming on so I tested them and had to replace one of the motors. Now the primary fan comes on but the secondary fan does not. Relays are good and have checked all fuses. I can put it in diagnostic mode(jumper a and b) and just the primary fan comes on. What is the purpose of the secondary fan? I dont know if they are supposed to run separately or together etc.

Issue 2: I can turn on the AC on Normal or Max, engine revs up, but the compressor does not kick on. Relay and fuses are good, but no juice to the ac compressor plug or relay. I hooked up the compressor to 12v and it kicks on and have cold air coming out of the vents. I was thinking I could wire in another relay but cant find a pinout diagram of the climate controls to isolate the normal or max wires to hook into. I dont want to wire in a compressor dash switch just yet.

Issue 3: There is a fuse in the fuse center under the hood marked 10 amp ign that pops when I turn the ignition on. There is a second fuse that is marked the same way but does not pop. Car runs and drives without the first fuse but I was wondering what was causing that.

Does anybody have any diagrams to share? I appreciate any help you can provide!
