Default 1995 88 Royal will not start

Could hear clicking, but would not start, battery was good (only few months old) so took the started out and had it tested. Tested good, put it back in, not don't even get a click.
Checked voltage and it is getting to starter, on the large wire and the small when the key is turned. Pulled it back out and left the wires connected, grounded to block and tried again, nothing.

Any ideas would be helpful.

You can actually show 12v at both terminals on the starter, but you need to have amperage also. Starters are amp heavy devices

Inspect the battery cables between the starter and battery.

Does the fuel pump run? If it doesn't, I just had something similar with my 92 88, except no clicking. Wonder what that was about?
