Whether he (landlord) pays the bills or not, he is responsible for the maintenance. No water means not habitable, means no rent....

Don't hold the whole rent, just prorate it like Mark said. It works. Nothing gets the attention of a landlord faster than an unexpected loss of revenue.

you are entitled to withhold a reasonable amount of rent for no water. What you could do is call out someone to fix the problem, pay them and deduct that from your rent.
I watch Peoples Court a lot and this is a common problem

Back when I was renting...many, many moons ago...I used this technique to bring the junk hole I lived in up to liveable status. The landlord always bit*hed and moaned, but never refused. I left the place in great condition to rent to the next people, so he was probably happy in the end.

Just don't over-do it....keep it reasonable.
