it is also possible the spill-over depth of the sidewalls and or locks are shallower than what the weight capacity could sustain

x2. beat me to it. i was @ the gym.

the bridge is def rated for water beyond the height of walls. but if enough ships were on the bridge and enough water was displaced they'd end up sitting on their hulls...
