Just installed it but am I supposed to notice a difference in performance?

Nothing noticeable unless you do some heavy number crunching or gaming. Some people lose performance, some gain.

i have vista 32 bit ultimate and i havent seen service pack 1 yet i wonder why?

Microsoft is not uploading SP1 to Windows Updates until later this month, but you can still go to their website to download it. Just an FYI.

It is on Windows update for 32bit, I'm not sure about 64 bit.
There are some prerequisite updates that must be installed before it will show up.
