Arent */C cars supposed to have a whine, right from the factory?
No not usually, unless they were specifically designed to be high performance...
The stock pulley is too big to spin the charger fast enough to create whine, plus the restictive stock airbox doesn't help either...

I am cheaping out this time. I just ordered a K and N conical filter which I am gonna clamp onto the stock hose. Come the spring i'll get a smaller pulley. 3.5"?

I can't afford a full catback right now, so come spring I might just get a Flow 80 series.

What is my best bet for spark plugs?

Full catback is a waste IMHO, but a very high flowing muffler with minimal pipe bend would help. Maybe a high flow cat? I suggested NGK or Autolite plugs, with 2 heat ranges colder, and a 180* thermo for the 3.5" pully. If you do get all those mods tho, the 3.4" with the Sunoco 94 gas will run just fine, and there will be a noticeable difference, especially in sound
