No it doesn't. Take a manaul trannied car. If you drain a car out of gas, pull the plugs out of it, and somehow get it up to 70mph, put the car in a higher gear (3rd, 4th, 5th) , let the clutch out, and start slowing down. Did you take a look at the tach? The engine is turning over. The momentum of the car is turning the engine over throught the tranny since the cluch is engaged to the flywheel. So really, you are basically using no gas in a manual trannied car if you don't take it out of gear/push in the clutch while your slowing down. It might as well be none anyways, its so little that your MPG really isn't gonna suffer.

Good point about Manual cars. In an electronically fuel injected vehicle, the fuel injector pulse width is zero (no fuel coming out of the injectors) in a situation where the car is decelerating, and throttle is at its idle position (picked up through the TPS). When the engine gets down to its idle speed the PCM will then allow the injectors to once again do their jobs, as to keep the engine running.
