More likely a fake pace car.
To the best of my knowledge all the real pace cars are hartop with a lightbar, and gm never produce a production pace car like that as far as I know. The few Pace car edition grand prix don't have that on the door.
I can't read the date but the Winston 500 ended in 2000 as well.

If you zoom in on it, the lettering looks so out of place when compared to the rest of the car. But it is from a while ago...check out the gas prices. I'd kill to have those prices now.
