Was this at his own home? I think that'* lame his neighbor recorded him doing that at his own home, unless it'* visible from outside or something (and I'm not talking about from the neighbors 2nd story window). It is quite strange, though.

But what kind of perv tapes that stuff and actually watches while it happens. It would have better to call the cops while he was out there so he could get caught in the act rather than be "hey im a perv and taped my neighbor humping his picnic table" :?
