Also, call the local restaurants he'* been targeting and tell them what is going on and to not accept any requests for delivery to your address except through your cell phone number (assuming you have one). A girl at my work had a guy stalking her, he would send her food and flowers....the locals happily rejected him when he called again.
Definitely call the police and google Internet Crime Agency to see if an agency can also get involved. I am pretty sure the federal government has one.

man that sucks. id be so mad. id hunt the guy down and beat the living crap out of him.
but yea calling the cops is the right thing to do.
i would just rather beat the crap out of some one seeking my own justice then letting the cops deal with it. sometimes they can be so stupid.
so if this turns out bad i say we have a meet over the summer close to where this guy lives and beat the **** out of him
angry mob cant arrest us all

That is not a good suggestion. :? He has a family that he needs to protect. This guy could be the next mass shooter for all we know. While it may be nice for guys fantasize about beating the crap out of someone, it'* not the best message to relay, especially in this situation.
