It'* very common to have an FE3 cutlass. It'* nothing more than a suspension code, and lots of W-bodies got it. It IS rare to have that little badge though. IIRC, an FE3 w-body could push somewhere around .83g in a 300ft skidpad (this is based of a '92 Z34 / '89 TGP). Something suprising about these cars is the amazingly low drag coefficient. The Cutlass had the lowest of any W-body at .297.

Whats the drag coefficient I am guessing it has something to do with the areodynamics of a car but thats a guess...

I know the FE1 bonny sways are hollow while the FE2/F41 are solid and thicker.

Nice car, those are pretty rare ( >2000) i think.

There are WAY more than 2000 FE3 cutlasses running around. I see them all the time.
