Technically, men are required to wear shirts...in places of business. Therefore they are censored to some degree. But it is not the same seeing a man'* chest vs seeing a woman'* chest in public. Woman have to wear shirts because men would be having accidents staring at them...so it really is a matter of safety. Lol...
