More importantly, you can not really hold two men for placing advertisement devices under a charge of "inciting panic". They can not be held responsible for the reactions of others. As I said before, it was a harmless advertisement.
I.E. If I were to walk down the Vegas strip and saw a light flashing and called the bomb squad, would the owner of the light be charged for placing a device that caused panic?

I agree, it'* really stupid to charge them guys. It was harmless, they didn't intend to scare people. This country these days I tell ya. I understand the whole fear of another 9-11, but come on....
